The Finance and Admin Officer has to maintain financial transparency in the project Integrated Strengthening of Public school and Child Protection System (INSPIRE) supported by the Child Network Foundation. This role ideally focuses on the development of effective resources for the organization and providing financial and administrative support to colleagues, clients, and stakeholders of the organization.

Take care of bookkeeping and administration of invoices and accounting documents in adherence to the GAAP, Nepal Accounting Standards, and the organizational Finance and Admin Manual.

Manage the bank accounts and cash system.

Complete tasks assigned by the Line Manager.

Complete all banking, tax (TDS deposits and E-TDS reconciliation), and other statutory compliance tasks within the prescribed timelines in accordance with the Government of Nepals rules, regulations, and applicable laws.

Ability to prepare financial statements for project partners and processing and retention of documents and support in accordance with applicable rules and regulations.

Forecast and prepare a budget.

Ensure compliance with regulations for procurement of goods and services and record- keeping.

Support the Line Manager and others with projects and tasks when required

(R2) Human Resources

Assist in the recruitment process of human resources.

Supervise and manage the staff attendance and leave registry.

Monitor and report staff performance.

Respond to queries by employees based on the Personnel Policy of the organization.

Look after the health, safety and welfare of all employees and report in any urgency.

Inform employees to abide by the rules and regulations of the organization.

Maintain harmony within the administrative team and guide team members under responsibility.

Provide necessary assistance to the operational and hierarchical heads regarding any disputes in the organization.

Suggest the Line Manager for the organizational and employee’s growth.

(R3) Administration and Resource Management

Play a bridging role between the organization and employees

Follow procurement procedure for every procurement, complying with the government, organizational and donor’s frameworks

Manage office supplies stock and place orders as per requirement with prior approval and within approved budget

Maintain and manage assets/ inventory/field equipment register in office (head office and branch offices) and in transit home.

Organize a filing system for important and confidential organizational documents

Respond to queries by employees and others based on organizational policies

Recommend updating office policies whenever necessary to address changes in organizational requirements, practices, or applicable regulations.

Oversee logistics and other administrative tasks as required

Contribute to the organization of meetings, conferences, events and actions.

Assist in the organization renewal process.

Manage and update organizational websites.

Assist the team in the proper management of the organizational website, ensuring appropriate content

(R4) Reporting

Prepare and submit weekly, monthly, quarterly, and annual financial reports, including bank and cash transaction summaries and finance updates.

Submit all financial and administrative reports to the Finance and Administration Manager for review prior to submission to donors, ensuring accuracy, completeness, compliance with donor and organizational requirements, and timely submission.

Submit reports as per specified templates in compliance to the organizational and donor frameworks as well as the government’s policies.

Ensure all necessary information and updates are reflected in the report.

Report any urgent or relevant matters to the operational and hierarchical heads in time.

Working Days and Hours

The post holder is required to work for 8 hours per day (including lunch time) from 9 am to 5 pm, Monday to Friday being office days, apart from field visits. There are times when SYS works beyond the hours of a normal workday and may require working overtime if necessary. Please refer to the Policies and Procedures Manual for further clarification.

Required competences

Minimum Bachelor’s degree in Management completed.

At least 2 years of work experience in a similar field.

Strong knowledge of national policies related to finance, tax, VAT, and procurement.

Good communication skills in written and spoken Nepali and English

Good knowledge of Basic computer packages

It is devoted towards holistic development of deprived groups of people (women, children, Dalits, janajati, people with disability, ethnic and indigenous) who are facing the problem of social exclusion in the normal service delivery mechanisms on grounds such as inaccessibility, flaws in the intervention processes and approaches, gender, caste and ethnicity. It was set/ founded to foster sustainable community development through People and organizations and leadership development and it tends to bring together the services of highly qualified and experienced professionals, competent, and dedicated to implement community development initiatives especially for the poor, women and marginalized people.
