Duty station: Kathmandu, with frequent and potentially extended deployment to Rasuwa District and other emergency-affected locations as required.

Internal relations: Under the direct supervision of the Programme Director. Works closely with the Country Representative, Administration and Finance Officer, Emergency Logistics Officer and other programme staff.

External relations: Local authorities and public institutions, rural municipalities and ward offices, affected communities, project partners, local and international organizations, humanitarian coordination mechanisms and relevant service providers

Duration and type of contract: 6 months, with possibility of extension for an additional 6 months subject to operational needs, satisfactory performance and availability of funding.

Reference gross salary/month: NPR 75,000–80,000 gross/month excluding pro rata Dashain allowance, depending on qualifications and relevant experience.

Field  travel  and accommodation  related  to official deployments are covered  separately in  accordance with ASIA procedures.

The Emergency Response Officer supports the planning, implementation, monitoring and field coordination of ASIA’s emergency response in Rasuwa District following the recent floods, as well as related early-recovery interventions.

Working under the direct supervision of the Programme Director, the Emergency Response Officer is responsible for the day-to-day operational coordination and implementation of the Rasuwa response, including needs assessments, community and beneficiary identification, activity planning, field implementation, distributions, monitoring, coordination with local authorities and humanitarian actors, data management and operational reporting.

This is a strongly field-oriented operational role. The post holder is expected to work autonomously within agreed plans and delegated authority, escalating strategic, institutional, donor and major budget decisions to senior management. The Emergency Response Officer works closely with the Emergency Logistics Officer and other programme and administrative staff to ensure that assistance is delivered rapidly, appropriately and transparently, in accordance with ASIA procedures, humanitarian principles and donor requirements.

Training: Master's degree or equivalent relevant professional qualification in Development Studies, Rural Development, Social Sciences, Natural Resource Management, Disaster Risk Management (as a specialization within a relevant degree) or another relevant field.

Management / organizational skills: Strong organizational, analytical and coordination skills. Ability to plan and follow  multiple  field  activities  simultaneously,  prioritize  urgent  tasks  and  work  effectively  in  a rapidly  changing emergency environment.

Technical knowledge: Humanitarian and/or development needs assessments; field data collection and community consultation; rapid assessments and emergency-response programming; beneficiary identification and verification; targeting and vulnerability criteria; relief distributions; activity monitoring; analysis of field information and practical operational recommendations; Project Cycle Management; basic programme budgets and procurement processes; accountability to affected populations and humanitarian standards. Familiarity with humanitarian coordination mechanisms is an advantage.

Personal abilities: Strong communication, interpersonal and practical problem-solving skills. Ability to work independently in  the field  while maintaining  close coordination  with  supervisors; establish  effective relationships with  communities,  authorities,  partners  and  humanitarian actors;  work under pressure;  adapt  rapidly  to changing priorities; and demonstrate integrity, neutrality and sensitivity with disaster-affected communities.

Previous experience: Minimum 3 years of relevant professional experience in humanitarian assistance, emergency response, disaster management, development programming, community-based programming or related fields. Previous emergency field experience is strongly preferred but not mandatory. NGO/INGO, humanitarian organization or local-government experience is an advantage. Experience in Rasuwa, Bagmati Province or comparable remote mountain environments is a strong advantage.

Languages: Fluent Nepali required. Good working command of written and spoken English required. Tamang language is a strong advantage.

IT systems: Good Microsoft Word and Excel skills. Experience with KoboToolbox or similar digital/mobile data- collection platforms is an advantage.

Mobility: Administratively based in Kathmandu, with frequent and potentially extended deployment to Rasuwa District, including remote and disaster-affected locations. The post holder must be willing and able to travel regularly in difficult field conditions and adjust travel and working schedules according to emergency-response requirements, access, weather and safety conditions.
