Duty station: Kathmandu, with frequent and potentially extended deployment to Rasuwa District and other emergency-affected locations as required.

Internal relations: Under the joint supervision of the Programme Director and Administration and Finance Officer. Works closely with the Emergency Response Officer and other programme and administrative staff.

External relations: Suppliers, transport companies, service providers, local authorities, project partners, community representatives and relevant humanitarian actors.

Duration and type of contract: 6 months, with possibility of extension for an additional 6 months subject to operational needs, satisfactory performance and availability of funding.

Reference gross salary/month: NPR 50,000–55,000 gross/month excluding Dashain pro rata allowance, depending on qualifications and relevant experience.

Field travel and accommodation related to official deployments are covered separately in accordance with ASIA procedures.

The Emergency Logistics Officer ensures the timely and compliant procurement, transportation, storage, tracking and delivery of goods and materials required for ASIA’s emergency response in Rasuwa District.

Working under the joint supervision of the Programme Director and Administration and Finance Officer, the post holder manages emergency procurement and supply-chain processes, identifies suppliers and transport solutions, organizes the movement of relief materials to affected areas, maintains logistics and distribution documentation and supports the establishment and functioning of field operations.

This is a strongly operational role requiring frequent travel to Rasuwa, close daily coordination with the Emergency Response Officer and the ability to solve logistical problems rapidly in a changing emergency environment without compromising transparency, documentation or compliance.

Training: Diploma or university degree in Business Administration, Management, Commerce or another relevant field. A specialisation or postgraduate qualification in Logistics or Supply Chain Management is an advantage. Substantial relevant professional experience may compensate for formal educational qualifications; a bachelor’s degree is not an absolute requirement.

Management / organizational skills: Strong organization, planning and problem-solving ability. Capacity to manage simultaneous procurements, suppliers, transport arrangements and deliveries under tight deadlines while maintaining accurate documentation and compliance.

Technical knowledge: Procurement procedures; supplier sourcing and rapid market assessments; requests for quotation, quotation analysis and bid comparisons; purchase orders and supplier follow-up; transport planning; stock and warehouse management; inventory, delivery and distribution documentation; and asset management. Knowledge of NGO/INGO procurement procedures is a strong advantage.

Personal abilities: Practical and solution-oriented approach; negotiation and supplier-management skills; ability to work rapidly without compromising transparency or documentation; effective communication with suppliers, transporters, colleagues, authorities and communities; flexibility when access conditions change; integrity; and strong awareness of fraud, corruption and conflicts of interest.

Previous experience: Minimum 2 years of relevant professional experience in logistics, procurement, supply chain, administration or related functions. NGO/INGO or emergency-response experience is strongly preferred. Experience organizing procurement and transport to remote areas is a strong advantage. Knowledge of suppliers, transport networks and operating conditions in Kathmandu, Trishuli/Rasuwa or comparable mountain areas is an advantage.

Languages: Fluent Nepali required. Working command of English required. Tamang language is an advantage.

IT systems: Good Microsoft Excel, Word and email skills, with the ability to maintain procurement, stock, transport and logistics tracking tools accurately.

Mobility: Administratively based in Kathmandu, with frequent and potentially extended deployment to Rasuwa, including remote locations. The post holder must be willing to accompany critical deliveries when necessary and adapt plans to changing road access, weather, safety and operational conditions.

Any substantiated breach may result in disciplinary action, including termination of employment, in accordance with ASIA procedures and applicable law.

The Emergency Logistics Officer must maintain strict impartiality in supplier selection and procurement processes and must never solicit or accept gifts, commissions, kickbacks, personal benefits or other improper advantages from suppliers, contractors or service providers.
